
Rhiannan Farrell
Rhiannan is a Planning and Infrastructure Associate (Solicitor) at Eversheds Sutherland. She brings a unique perspective shaped by her early training in a local authority-shared legal service, where she advised several London boroughs. This foundation gave her a deep understanding of planning law, public sector processes, and priorities. Since qualifying, she has transitioned into private practice, advising clients, including local authorities, registered providers, landowners, statutory undertakers, private developers, and lenders.
Her expertise spans both contentious and non-contentious aspects of planning and infrastructure law. She has contributed to the successful delivery of mixed-use, residential, and commercial development projects, advising on statutory agreements such as Section 106, Section 278, and Section 38, addressing matters including affordable housing, Biodiversity Net Gain (BNG), and infrastructure delivery within complex development deadlines. She provides strategic advice on compulsory purchase orders from confirmation applications and has recent experience in CPO compensation matters. Additionally, Rhiannan assists in the preparation for advocacy in Development Consent Orders for Nationally Significant Infrastructure Projects (NSIPs) and offers guidance on permitted development rights, the Community Infrastructure Levy, due diligence, and development/option agreements. Her work includes involvement in town and village green applications, judicial reviews, Section 73 and Section 288 appeals, and enforcement matters.
Beyond her legal practice, Rhiannan is an active member of the Royal Town Planning Institute (RTPI) Regional Activities Committee, RTPI North West Young Planners, and the RTPI Equality, Diversity, and Inclusion (EDI) Action Group. She is passionate about promoting EDI in the built environment and integrates these values into her work by advocating for the planning profession and mentoring others.
